Why not put the makefiles in tools/make similar to the tools/bs dir?
The tools directory would contain all kind of scripts / tools / 
utilities needed to build blender.
Things I'm thinking of for the future would be to move makesdna and the 
tool to generate .h files from bitmaps (I forgot the name once again) to 
tools/ as well.
