[Bf-committers] selection outline in solid draw mode

Ton, isn't this (sort of) a kind of user preference? Since these settings are not
per-object, but are true for all objects? And that being the case, wouldn't it
make more sense to have a "draw options" panel, rather than "Mesh Tools 1",
and perhaps *here dan gets radical* wouldn't it almost be sensible for it to
be a pop-up, like the 3dview view options (with a sutable hotkey as it is frequently
used)? It would provide a place for other view/object/edit options too, such as (say)
transparency in the 3dview (although that might be better as just potato++ mode),
or options like editmode keeping normal drawing (for potato & shaded), also, perhaps
"optimal" drawing might be an option (although that is per-object at the moment).

This might be a funboard issue, should we ask there? Should a proper proposal be 
made?
