Confirmed:

The collision is reset at the end of a logic frame, and not set until the next physics frame, so the sensor goes off.

Since the radar sensor is derived from the near sensor and the touch sensor, it will also affect them as well.

This would also influence collisions then...

How can I prevent this bug again? You said something about a Python function
able to set the ticrates...

Oh, and shouldn't these settings be available in the normal menus too...
