Agreed - although the extra screen space is handy.

How about this as a 'middle ground'? Use a keyboard shortcut (a single key) to
show/hide the panel?? We already have the overlay technology in the floating
panels, so the buttons could simply 'float' over the other views...

... Tell you what, how about using (something like) Caps Lock for this? You
usually get a nice visual indicator (the caps-lock LED) that can encapsulate
the visibility-state of the buttons.

Using a keyboard shortcut means you can use the mouse over the entire screen
area without fear of a popup :)
