Okay I just found the strangest thing in BKE_global.h.  It seems that 
L_SHIFTKEY = 1, R_SHIFTKEY = 2, and LR_SHIFTLEY is 3.  Yes.  Now.  WHY 
is there a L_SHIFTKEY and R_SHIFTKEY if LR_SHIFTKEY sets both bits to 
1?  What is the point?

Same with the alt and ctrl keys!  This makes the keybinding code a 
little more complicated (have to make sure each keybind code has both 
bits set).  Unless, is there a way to make a toggle button set two bits, 
instead of one?
