[Bf-committers] Problem with UI colors, second attempt

Hi,

After not getting a reply for my first question, I've just added
new, redundant theme colours, and now I found a problem:

It seems impossible to add new button colors to themes (in this
case, colours for the different layer states in the Layer manager),
because TH_THEMEUI is used as a delimiter for the button colors,
but as these numbers are stored in files, there may be no reordering
of items, so it's impossible to insert a new button color before
TH_THEMEUI.

Is that right? That's quite a problem then.
