Well, I think people convinced me now :-) After all, it should be quite easy
to add now...

There are other implications though that maybe people didn't think of. I
wouldn't call such a layer "locked" then, because that gives a wrong impression.

For example, what happens if such a "locked" layer contains children of
objects which are NOT on a locked layer? If you move the parent, the children
WILL move (and that's unavoidable), so the layer isn't really "locked" 
anymore.

But when we call this "unselectable", we just need to remove the hooks for
RIGHTMOUSE/AKEY/BKEY and maybe a few others to not work on unselectable
layers, and it's fine.
