Since they are kind of related in use I'm for keeping them together.
The K menu and makeing all the hotkeys K based.

KKey - Loop/Knife menu (Items: Loop Select, Loop Cut, Knife Exact, Knife 
Centers)

Shift-K Knife tool (with prompt for type)
Ctrl-K Loop Cut (C in control is like C in cut)  
Alt-K Loop Select 

We should give this a bit of thought now, because after 2.3 release we're 
likely to be stuck with the choice.
