Yes, it is tied. But there should be no reason for that, other than
saving space by overloading a setting. From my experiments, 16 for
jitter is fine, at least if we are talking about common images and not
ones with highly out of focus.

What is not fine is for Motion Blur, too many ghosting, and with fast
object this gets really poor. As side note, my experimens drive me to
trying higher res rendering, then using a spread filter and finally
scalling down, thus getting a more random looking result, but nicer to
the eye too.

Have you considered some kind of speed and dir storage? It should
allow to mix bluring and spreading tricks with real geometry ones.
