[Bf-committers] Mousewheel part 2

Hey All,

Sorry for the inconveniences, the first commit was incomplete.
It required some redesign and it was bedtime for me.

The rest is done now, including the two userpreference buttons
for setting the mousewheel zoom direction and the number of lines
that get scrolled by the wheel in textwindows. (pls set these!)

I also remapped two other userpreference buttons, KEYINSERTACT
and KEYINSERTOBJ, which were badly implemented. Please confirm
if they operate correct.

Again, sorry for the trouble.
