Windows MSVC 2008 x86 libs maintenance:
- Downgrade OpenImageIO to version 1.1.11
- Recompiled OSL 1.3 (depends on OIIO)
- Updated build.bat and build.patch for new version of OIIO
- Updated readme.txt to correct version numbers
