Yes, I use Tortoise SVN on Windows and used it to submit some 2 patches in
to the patch tracker. I can say I'm fairly familiar with the use of
subversion. But haven't commited anything directly yet, just patches only.

I have Windows 7 64bit System currently and kind of familiar with Ubuntu as
well. But Windows is the only OS I have currently. So development is limited
in windows for now.

I develop using Microsoft Visual C++ 2008 Express Edition and build using
Scons.

* Have you built the blender sources before?

Yes. As a matter of fact regularly.
