[Soc-2011-dev] GSoC: 15 students passed, congrats :)

Hi, Garlic is almost ready, I think.
But on windows it still needs to run like:

set LANG=zh_CN
./blender.exe

We successfully set LANG in the program with _putenv() but it seems just no
effect.
I'll talk about it on the IRC later today, and I hope it could be quickly
solved and ready
for 2.60.
