Some language encodings aren't present in fonts, especially they are not ported in native Blender Bfont. Did you try to use another fonts with glyphs for your language? Changing just a font could help a lot. Another way is to make displaying text from a texture, using uv splits and then a game is creating sprites which are displayed. Then you can even draw your own fonts, but this method is a bit more complicated, however, it was used since years, so you'll be able to find good tutorials about it.
