[Bf-gamedev] BGE, new developers

Hi, recently we've added 2 new committers who work on the BGE, (Sybren
Stuvel & Jorge Bernal) and looking to add a 3rd.

While this is promising, currently its not so easy for us to accept
changes to the BGE.
Developers who were previously active, are no longer spending much
time on the BGE, while the bug tracker is full of many reports (200+)

Since its difficult to involve new developers to an area thats nearly
orphaned, I think these are some reasonable constraints:


* Focus on bugfixes

* New features need to be approved by at least 2 other committers.

* Any new features that touch Blenders core (DNA file-format,
view-port, UI),  need to be reviewed by a developer who typically
commits changes in those areas (module owner/member). [1]

* Anything risky/uncertain - use a branch.


As newer developers become more experienced we can re-evaluate this.
