[Bf-funboard] Inset modifier mockup

Hello, Devs and blenderheads!

I have some idea to improve Blender.
The main point is to "convert" the Inset command to the Inset
modifier. I think that this thing is as worthy as the Bevel modifier
but is applicable in different cases.
