[Bf-funboard] ctime and mtime for datablocks

Greetings!

Will be nice to have a way of getting creation and latest modification
time of any datablock from python api. It makes possible to track which
object was changed and which not. This feature will be very useful for
exporters. With mtime we know which objects not modified and shouldn't
be re-exported.
