There is a simple solution for that: just add a primary layer and
multiple secondary layers. 

That will be a LITTLE extra hassle for blender users to decide which
layer is primary for an object (by default it will be the first layer
to which it is added, eg.: by creating it).

The obvious advantage is that now each layer can have a color, name,
lock and all that other very useful stuff. And then - all objects will
just use their primary layer to decide what color to use to draw it.

Eventually (for locks) - an object is locked if any (or all - optionally)
of the layers with this object are locked. That's a small technical
detail of whole implementation.

Simple?
