We could always perhaps just grey out the layers with nothing in them a
little more. this way the layers that have things in them are more obvious.
the reason why the proposal i had didn't have any symbol to show
something was in a layer, was because i envisiged a layer system that
did not start with a minimum of 20 layers. so if a layer existed it was
likely intentional and didn't need a symbol. the only problems occur
when opening an old 20 layer .blend file.
For this patch that Alexander has put together, I think that a dot is
100% appropriate. and incredibly logical. It is only once the layer
manager has a deeper structural overhaul that I think anything needs to
be reassessed beyond a dot.
On a total tangent here (but still about layer systems and
organisation). Another concept is to have the selected/wireframe
colours of objects change based on the layer colour (i.e. selecting an
object in layer two, with a blue colour, will result in a blue wire frame.)
