I see what you mean, its a subtle difference.
Make links effects object data, the reason I didnt see it as linked is
After linking data, you have linked dupes, were as linking materials
dosnt result in a case where modifying one of the meshes materials
modifies the list for those other objects.
But, its not copying the materials in the same way that copy modifiers
works so I guess its still making links.
