Yes, that sounds definitely useful... the usual layer system
can be used for that, using the regular hotkeys.

Yummyyyyyyyyyy... a NICE FLOATING PANEL! :-) That's delicious.
With cream and strawberries, and an extra small close button and
an "are you sure you want to close me"-dialog ;-)

Sorry, but I prefer removing all floating panels from Blender
and replace them with the good old transients.
