Excellent idea...
I've got an idea based on yours:

1. make sure all the objects are selected
2. press ctrl-T or use spacebar toolbox
3. A menu appears which has the title "Track..." with a list of the objects
(if only one object was selected it could say "Error: More than one object
must be selected" - to educate beginners about how to use it)
4. If you move your mouse over a name on the menu, the corresponding object
is highlighted (even if you are in solid drawing mode- it could get a red
glow or something)
5. click the name to confirm or click away from the menu to abort (and there
could be a "cancel" option on the menu) (this makes that object active as
well)

I think "Track..." should be used rather than "Track To..." since "track" is
better English... e.g. "Make these objects track this" sounds more correct
than "Make these objects track to this" I think.

This means that isn't necessary to have objects "active" in Blender
anymore... but if you really want to keep that in still, when you press
ctrl-T, etc, the mouse could begin at the name of the active item. (So it is
easy to click it)

BTW, I think this method takes the same time or less than the first method.
(It can take less time because you can use "b" to select a big group, then
the active item can be selected in a single click from the "Track...." menu,
while that left-click confirms the operation as well.) If you are doing
ctrl-P, ctrl-T, etc, using the same active item, it would take the same
amount of time because in the ctrl-T menu the mouse would start at the
active object's name, and you simply left-click. (Previously it would be
over an "ok" that you had to click)
Also, after you click on something in the ctrl-T/ctrl-P/etc menu, it would
become the new active item (if it wasn't already)
