He's saying that those pixels are the 4 fastest-to-hit pixels, compared to
the other pixels on the screen. This is because you don't have to be
accurate to hit those 4 pixels - you don't have to aim, just quickly push
the mouse to the corner, and the cursor will automatically get 'stuck' in
there. This means that when you're trying to hit the pixels, it the target
area virtually extends infinitely in 2 directions (it doesn't matter how
much you move the mouse further than the edge).

Incidentally, that's why they decided to put the mac os menu bar at the very
top of the screen - because it's very fast to hit it when you don't have to
aim for it.
