Well, fur usability reasons, hotkeys and translation should match.
But this and configuration of mouse-gesture to action mappings 
and configurable shortcuts in general would be problematic for 
tutorials and documentation. The ui design itself will be 
problematic, too 
And there can be no doubt, that tutorials and documentation are 
very important for blender.

Two ideas:
1. Create a documentation/tutorial system that uses placeholders 
for configurable or translation-specific actions. The user is 
always presented with documents refering to his actual blender 
translation/configuration.

2. Have one single database for uptodate tutorials/documentation.
The google approach will not work that good because of the ui 
redesign changing things from time to time.
