[Bf-funboard] Vertex groups not accessible & some GUI feedback

  Vertex groups:

Vertex group tools are in the "mesh tools 1" panel which means that they are
not accessible if the mesh is not in edit-mode.  Vertex groups need to be
accessible during weight paint modes too without the need for the user to go
into edit mode.

  Feedback on context changing UI:

Personally, I think it might make more sense for panels to minimise rather
than dissappear/appear. Sometimes panels appear inbetween other panels and
it can be confusing. This takes place when H/V snapping is on and you might
have rearranged some panels - so the new panels no longer appear at the end.
If they are present but minimised, when they suddenly maximise the visual
order of the panels would remain the same even though they are moving to
accomodate the maximised panels. As it is new panels seem to suddenly
replace other panels.

So that the headers are more than just placeholders, it might also be a
worthwhile feature to switch to the mode when that particular panel is
maximised.

Example:
In the Editing buttons window(F9)
"Texture Face" panel is constantly present but minimised unless user
switches to "Face select" mode (FKEY). If the user maximises the minimised
"Texture Face" panel (via the triangle in the header) then he/she
automatically enters "Face select" mode. Minimising that panel switches off
that mode.

This feature could also be applied to tabs. Ie being a background tab = = a
minimised tab. bringing a back tab to front focus for mode specific panels
enters that mode. Exiting that mode sends the panel to a back tab or
minimizes it if it is not tabbed.

This gives a more consistant 2 way comunication between the buttons and the
viewport/mode. At the moment it is one way ie. Change in viewport = changes
in buttons panel. With this feature changing buttons panel will change the
viewport too so the viewport and buttons panel are more tightly linked -
which imo is more logical and friendly. Modes become more 'transparent' that
way too.
