Maybe the text could be rendered to an offscreen texture, which is then
rotated and appears on the screen.

Or people could be forced to use panel combining, which would eliminate the
need for vertical text or minimization icons in the buttons window.

You could have an item in the "View" menu called "minimize menus" which
would then cause the menus in the current window to disappear leaving a
triangle icon pointing to the right. When the menus are shown there could be
no icon displayed. To be consistent there could be an option in the main
menu to minimize it - or users could use the mouse to slide the menus out of
view. Having that icon not be there when the menus are there would reduce
the problem of header bars getting too crowded. (e.g. if you want 2 3D
windows side by side with the menus, etc)

BTW to gain a bit of header space I think that the "Mode" menu should shrink
to fit its contents - so the "Edit Mode" menu would be smaller. And in the
menu, I think it should show all the icons - but more importantly, the
hotkeys for the different modes! There doesn't seem a place where the mode
hotkeys are listed. The Drawing mode menu should have a title at the top and
also have the hotkeys listed. In the mode menu there could be a tick option
where you can toggle whether the text is shown after you've made a
selection - so then it would just show the icon, not the name ("Object
Mode", etc).
