[Bf-funboard] centering of icons/menus for windows and "home".

Hi,
If icons and menus for windows like the 3D view, buttons window, etc, were
horizontally centered then I think the distance you move the mouse would be
minimized. It would also make the frame counter easier to spot for users of
2.28 since it would be more to the right. The left-most icon could be
centered with the others as well. If the window is too small to display all
the menus/icons it should probably be left-aligned so that only one end of
the series of menus/icons is cut off.

The panels in the buttons window could also be centered horizontally (and
perhaps aligned to the top or bottom depending on the position of the
window). That would also minimize mouse movement I think. (and maybe make
things look nicer) I think the items should constantly centre themselves
while the window sizes are being adjusted.

As said earlier, I also think the sizes of the panels in the buttons window
should be optimized while the buttons window is being resized - and also
when blender starts up. This would eliminate the need for the home
icon/hotkey (which means less visual pollution). And it adds to the
convience - you would no longer have to re-optimize the panel sizes after
you've resized the button window. BTW, when I start 2.29 in Windows, it
begins maximized (that's not the problem though...), and the tops of the
panels are cut off a bit. I need to press "home" after I've started up 2.29
to fix that.
