This is wrong.  The dist setting IS used to determine how fast a spot's energy 
falls off.    

Dist doesn't a hard falloff like clipend. If you had a high value for dist, 
and a low value for clipend, you could get a strong shadow across an object 
at clipend where a subtle graidient would be more appropriate.
