am at the point where I am trying to run the
requirements.txt file using python. I get an errorno 2
saying that the file or path does not exist. I am assuming
that this file needs to be in the c:\blender_docs directory.
Where do I get that file if it was not placed there in
previous steps? Should I really be pointing to a different
directory than the c:\blender_docs ???<o:p></o:p></span></p>

At the moment the only thing in requirements.txt is '<span
style="font-family:monospace"><span
style="color:#000000;background-color:#ffffff;">Sphinx==1.3.1</span></span>'.<br>
That said, you shouldn't be running it directly with python; instead
pass it as an argument to pip (the python package manager).<br>

Ensure python 3.4 is installed (does C:\Python34 exist?)<br>
