[Bf-docboard] preparing to edit the manual

I am at the point where I am trying to run the requirements.txt file using
python. I get an errorno 2 saying that the file or path does not exist. I am
assuming that this file needs to be in the c:\blender_docs directory. Where
do I get that file if it was not placed there in previous steps? Should I
really be pointing to a different directory than the c:\blender_docs  ???
