[Bf-docboard] PDF generation working again

Hi,
Thanks to Teo Guo Ci we have added back support for PDF generation.

Uploaded output here:

While there are some remaining details, "make pdf" works again.

... or long hand ...

  sphinx-build -b latex ./manual ./build/latex
  cd ./build/latex
  pdflatex -interaction nonstopmode blender_manual.tex

I've noted details of remaining issues at T45512.
