I saw that I need bring data with svn repo.Is there another way I don't want install svn...

Dan McGrath and me managed to get translations auto-building, so when
you commit edits to PO files, they're automatically built on the
server.

The translations are linked from the front-page:
http://www.blender.org/manual/

Currently its using a language suffix.

eg:
- http://www.blender.org/manual/ru/
- http://www.blender.org/manual/fr/getting_started/about_blender/introduction.html

So there is now no need for you to setup local builds for
translations, the files can be edited and committed to svn directly.

If others are interested to start on translations for other languages,
let is know and we will set this up.

Added German translation templates, requested by Anton Lorenzen (anfelor).
