This is correct directory layout.

If you run into problems, try log into #blenderwiki on freenode, its
not expected you should have to be spending a long time
troubleshooting this stuff.

>From what you've written, it seems like you may have missed the step:

  sphinx-intl build

This creates ".mo" files for every ".po" file, these are needed for building.
