[Bf-docboard] Update on Wiki to RestructuredText conversion

Hi Nils, its fine to post installation issues here - maybe someone on
this list knows a solution. (looks like this is Py2 running in Py3).

But it may be good to ask sphinx project directly, lots of projects
use sphinx, so any issues installing it aren't specific to us.

Even so, its good to know if this is an easy process for users on
different platforms.
