[Bf-docboard] Documentation status and upgrade proposal

Please do not forget about translations. There are already thousands of pdf
pages translated in blenderwiki. With new RST workflow it should be
possible to extract *.pot templates from rst files and translate them
somewhere online (e. g. with Extension:Translate in Mediawiki or in Pootle).
