[Bf-docboard] Blender Russian Documentation Project

It's planning to run summer project.

There are a lot of greate blender documentation on wiki.blender.org
and on other places. But all of it in english. New russina users need
documentation too. But looks like only a few people as knights
translating this huge amount of articles. May be it's time to
cooperate to realistic amount of time and make some part of this work
complitly?
