[Bf-docboard] TOC change

Hi, I propose a small thing that we switch our User manual TOC 
(http://wiki.blender.org/index.php/Manual) to match our Main page 
(http://wiki.blender.org/index.php/Main_Page) or a test I made 
(http://wiki.blender.org/index.php/User:Styken)

My suggestion is that we skip the chapter headers links and that we 
should group the sub-chapters better. (started by someone a while ago).
