[Bf-docboard] Navigation Plugin

With the Hotkeys plugin finished (pending any complaints/suggestions)
I was considering starting on a Navigation plugin (as was discussed).

Do we favor the "rule-based" approch or a "tag-based" approch?

I think I favor the "tag-based" approch, makeing the TOC a
special-page. I think I should be able to automate the creation of the
tags for new chapters (tags would still have to be manually added for
current pages), but my opinion may change once I start coding.
