Well,
after long discussions it seems that switching to MediaWiki is the more advantageous option. Not a simple mediawiki, but a slightly personalized mediawiki, so as to ensure a good structured editing and a safe documentation.
David and the other guys around the Blender Wiki book are very willing to help setting up and writing, so I hope than now they joined docboard we will have a steady update of documentation and attract more and more writers.
After all let see what happened to the last update.
1 - Olivier wrote it,
2 - I merged the XML
3 - Baldassarre found some typos
4 - Eric Merged it
5 - And it is still only in the CVS, not online
With MediaWiki the process would have been
1 - Olivier wrote it
2 - Baldassarre corrected it
And it is always online
(With Open Office is not a solution here, the workflow with OO would have remained the same)
I also believe working offline is quite possible, formatting tags are very easy.
I expect, in the following week(s) to set up the Mediawiki, importing current doc and then opening it.
