[Bf-docboard] New template to know if the translated article is up to date

Is it possible to create a template that show an advertisement when 
translated article is older than the last edit on the English article.

Taking an example.

1.
Manual/article1     last edit: 12:00
Manual/article1.fr     last edit: 13:00   label of the last edit: "Fixed"

No advertisement on Manual/article1.fr

2.
Manual/article1     last edit: 14:00
Manual/article1.fr     last edit: 13:00   label of the last edit: "Fixed"

Manual/article1.fr is outdated from the original documentation. An 
advertisement appears on Manual/article1.fr "The article is outdated. 
Need to be fixed to match the original documentation" in locale language 
of course.

3.
Manual/article1     last edit: 14:00
Manual/article1.fr     last edit: 15:00   label of the last edit: 
"correct mispelling"

Manual/article1.fr has been edited but not to match the original 
documentation. The advertisement stay on the page.

4.
Manual/article1     last edit: 14:00
Manual/article1.fr     last edit: 16:00   label of the last edit: "Fixed"

Manual/article1.fr has been edited to match the original documentation. 
The advertisement disappear.
