In Particle Interaction, I didn't understand the definition of random
damping in the section on 'Deflection parameters'.

What are we trying to say in the second sentence?

"Rnd Damping - Adds a random element to the bounce. The damping will vary
starting from, not around the Damping value. Damping + Rnd Damping."
