This is a mistake - that's not done yet. Instead, what actually changed
(besides code refactoring) is is that NLA now always sets all channels
affected by any of the actions in the stack to a definite value, even
if at this point in the timeline no strips affect it (in this case the
default value of the property is used).

This should fix the old problem that the NLA stack evaluation is not
completely predictable unless an action manually keyframing all channels
to their defaults is added as the bottom track.
