[Bf-committers] macOS minimum version and libraries updated

Hi!

Have you tried to fake clang version from 9.0.0 to 8.0.0 if it works for building cubins ?
(I haven’t, I’ll have time to do that after sunday)

Those two latter should be done in any case.
