[Bf-committers] SCons removal

Updated the windows docs to reference the make wrapper,
http://wiki.blender.org/index.php/Dev:Doc/Building_Blender/Windows/msvc/CMake#Automatic_CMake_Setup

As with the Linux build docs, automatic build instructions are first,
with manual steps collapsed below.
