Hi,

If you Right Mouse Button Click on Editor Type Headers you get presented 
with a popup menu that lets you flip the location of a header from top 
to bottom of vice versa.  This useful as it lets people know that those 
headers are flippable even if they don't know about the keyboard key (F5).

The problem is some regions don't present a popup menu when Right Mouse 
Button Clicked.  For example the 3D View Editor Toolshelf region, and 
the 3D View Editor Properties region, File Browser regions, etc.  Even 
though they are flippable.

So It would be handy to have a popup menu displayed when Right Mouse 
Button Clicking on regions so that people know that certain options like 
flipping are available.

If there are technical or design reasons this was not done in the first 
place, ignore this email :)
