[Bf-committers] Patch to Fix Several Build Errors

The following patch fixes issues with Scons ignoring LINKFLAGS in
/config/*.py files. Also included is a modification to GHOST's
SConstruct to use Linux style windowing commands on Irix6. Finally
included is a fix for the shrinkwrap code that fixes a rather
interesting bug. MIPSPro caught the fact that you cannot return a
value from a void function. The original code was clever, but rather
pointless.

This entire patch is 5x 1 line changes.
