[Bf-committers] Cyrillic letters in Blender

Here is a binary patch for windows version of blender, witch correct
problem with russian folder and file names in blender file-manager.
People from blender3d.org.ua made it a few weeks ago.

It was made in delphi - so, not very usefull for linux or MacOS versions.
