The Userinterface/drawing of logic bricks is plain Blender C code, not game engine code.
Are you a committer, or is this just for your private build?
We are about to release Blender 2.43 and hence very busy, some text search in the code should point out where it is (search for one of the fairly unique names in the actuators, like torque or visibility, that should narrow down. Mind you, modifying the drawing code is...
