We do have a really small version of this when you click on submit a bug, 
and I don't think we should have too much more than what we have.  
(people just won't read it then)
But I'd be up for adding a link to it or something like it with the
heading Before submitting a bug read this....
or something similar.  Most people are curious and will at least
look at it once.
