[Bf-committers] proposal, layer naming, zulu first shots

Hi to all, 

I don't know if there is a possibility to give layers a name, which pops up
when movin over it with the mouse at the layer buttons. If not, it could be a
good idea. 

I did the first steps for the cluster control rendering tool. Interested people
can see some screenshots at http://blender.ocanom.com/zulu.00/index.html . It's
pyqt. Suggestions are very welcome.
